Although the image may still be under copyright, I (Sanjay Tiwari 01:29, 10 October 2006 (UTC)) feel that it qualifies for fair use under U.S. law because:

  1. It is being used only in the article on Rudyard Kipling
  2. Since Kipling lived in Torquay during the period 1896-1897 and published some of his well-known books (Stalky & Co.) while there, Torqauy is relevant to the Kipling page.
  3. It is being used for an educational purpose only.
