[edit] Settlement legality

Since this article mentions the memo about Israeli settlements, I think it would be best to get a more accurate picture. Gershom Gorenberg's book Accidental Empire discusses this. Instead of saying settlements are flat out illegal, Meron said that international law would only allow temporary military settlements. It is a slight difference in wording but it allowed parts of the Israeli government to begin building settlements in the Golan and the West Bank under the guise of being Nahal settlements. I do not know proper etiquette for editing on wikipedia so if anyone wants to delve into this I feel it would improve the quality of the article.
