A Tethered helium balloon is a helium-filled gas balloon which is tethered to the ground, or to a road vehicle, by a steel rope and raised and lowered by a winch.

[edit] Tethered or Static Helium Balloon
The tethered passenger helium balloon were very popular in France in the XIXth century[citation needed]. The first tethered balloon in the modern times was made in France at Chantilly Castle in 1994 by AEROPHILE S.A. the most famous are in Paris since 1999, Berlin since 2000 or Disneyland Resort Paris in 2005 with more than 100 000 passengers per year and the DHL Balloon in Singapore since 2006. The helium balloon is tethered at the Montecasino premises next to the Bird Gardens. The breathtaking ride takes passengers up to approximatley 120m above Fourways.
