I got that from No Fact Zone's interview with Scott Chantler, linked in the footnote. One of the first pieces of advice Stephen gave him was that Tek doesn't smile, because even though he might be funny to us, he has no sense of humour about himself. I know there's an early piece of artwork that shows Tek smiling, but that was turned down by Colbert's people because it was too light-hearted and cartoony and they were interested in a more serious, dramatic style.
