The normal structure we try to use is called Summary style; this means that for a substantial article, the lead section should be a concise summary of the main points of the whole article, and the following sections should go into more detail. In this case... the negative assessment among many scholars is (I'd say) an important thing to mention about technological determinism, and should remain in the lead (though that bit could possible be trimmed), but it should also appear, with more details backing up the claim, in the Criticism section.
