"A vacuum bomb was used here for the first time against the civilian population and the insurgents by Russian military in August 1999.[1]" Let`s me explain what is wrong here: 1) If you will read "vacuum bomb" article you will find out that a vacuum bombs were used many times before (againt civilians as well) 2) Shamil Basayev unit can not be called "insurgents" in Dagestan. This military unit seized this village few days before the bombardment. 3) It is no evidence in the cited material that was any civilian population in this place at the same time. Vacuum bombs were used before but not by Russian military. Russian army used vacuum bombs against civilians many more times, but Tando was the first case. Shamil Basayev units can be called "insurgents" as long as they operate in their country, which is Russian Federation. It is known and obvious that the village was populated and the population did not miraculously disappear before the bomb was fired. Other sources stress this, often in the context of Russian war crimes against civilian population. Neither of the two sources say explicitly that civilians also were targeted and were injured/killed by this bomb. This may be so but it should be sourced. Alæxis_¿question? 11:32, 22 April 2008 (UTC)
