Looking at the history, I can see that this page has been worked on recently, but still refers to the end of 2004 as the future. Has anything happened to the subject of this article within the last two years at all? Are they still hoping for a deployment?

They have a homepage. They mention something called T-53, a debut and a 2007 date. That could constitute progress, but as I can't read japanese, I may be wrong. There's also a blog post on T-53 being used in an earthquake
