Here is a syntax with the needed items, just include the oblast name, image and subdivisions and you have a template.

Given that the needed parameters are provided, the template would look like this:

I must say it is probably not a good time to implement a template like this one yet, since the majority of urban-type settlements links for any given federal subject would be red, and those that exist are merely short stubs. The last thing we need is a huge redlinked template at the bottom of every pitiful stub on urban-type settlements. This is not to say we'll never need this template, but just that now is not a good time to implement it.
