Stephen A. Elliott (U.S. Government Official)

Stephen A. "Steve" Elliott is a lawyer and diplomat presently serving as Principal Deputy Assistant Secretary of State for Verification, Compliance, and Implementation [1]. The Delaware County Times reported on August 3, 2007 [2] that Elliott is considering running for Pennsylvania's 7th congressional district (map) seat in the U.S. House of Representatives against incumbent Congressman Joe Sestak. The seventh district seat represents southeastern Pennsylvania. The Rothenberg Political report also listed Elliott as a candidate on June 8, 2007.

Elliott oversees the development of U.S. policy relating to missile defense cooperation, strategic nuclear issues, space policy and weapons of mass destruction related sanctions. He coordinates the U.S. government assessment of other nations’ compliance with their arms control and international security agreements and is actively developing U.S. verification and compliance policy to counter the North Korean and Iranian nuclear weapons threats. He also serves as the principal policy liaison with U.S. intelligence agencies on verification and compliance matters.

From 2003-2006, Elliott served in several State Department positions, including as Chief of Staff to the Under Secretary of State for Arms Control and International Security and as a Senior adviser to the Assistant Secretary of State for Verification, Compliance and Implementation.

Elliott worked closely with Ambassador John Bolton at the United Nations and has represented the United States as a delegate to many international conferences, including the Nuclear Nonproliferation Treaty review conferences, the Biological Weapons Convention and the International Atomic Energy Agency Board of Governors. Elliott also defended the U.S. position on the rights of gun owners at the International Conference on Small Arms and Light Weapons.

From 1994-2003, Elliott worked as a Trial Attorney and Counselor for the Navy Department in both Washington D.C. and Philadelphia, where he litigated contracts cases and supported the Navy acquisition process.

Elliott was born in Philadelphia and raised in Delaware County , Pennsylvania . He is a graduate of Eastern College in St. David’s, Pennsylvania and the Howard University School of Law in Washington , DC . He and his wife Donna , both Delaware County natives, have three daughters.
