[edit] Decoration allowance

I have included the criteria for "decoration allowance". Since the overwhelming majority of awards of the Star of Courage are for gallantry in Australia only the few servicepersons who are awarded the medal for gallantry overseas in an area subject to the VEA will ever be eligible for the allowance.
