No, a USMC SNCO is not a kind of staff officer or vice versa. He's a senior NCO, and thus corresponds to the USN Chief Petty Officer, USAF Master Sergeant, Commonwealth Warrant officer, French Adjutant, German Feldwebel, and Russian Praporshchik, none of which terms refer to a kind of staff officer or a group that includes staff officers.
