There is a black sedan following the bus in the clearly marked Bus Lane - are "bus lanes" in Australia limited to busses and other mass transit vehicles, or are they more like a car-pool lane where smaller cars are allowed if they have a minimum number of passengers?

Bus lanes are pretty much limited to public transport vehicles, Taxis and of course emergency vehicles. This driver is in fact breaking the law.

We do have special car pooling lanes here called 'T3 lanes' which require the car to two or more passangers to use the lane.
