If we read Fujitsu's explanation:

taggered spin-up is a simple mechanism by which the storage subsystem controller can sequence hard disk drive initialization and spin-up

we have that 'spin up' can't refer to a 'period of time' but to an action performed by the disk (probably, the acceleration of its platters from a stopped state to an operational speed)

So this article should be corrected. I don't know what the initialization stage is so I'm not editing the article myself but I'd love to have an explanation of these different phases.
