However, Haniyeh and Hamas maintain that these actions were illegal, and that Haniyeh is still the Prime Minister; Haniyeh still exercises de facto authority in the Gaza Strip, while Fayyad's authority is limited de facto to the West Bank.

The Speaker of the Palestinian Legislative Council is the chairman of the Palestinian Legislative Council. As Chairman, the Speaker replaces the Prime Minister of the Palestinian National Authority if the latter is unable to perform their role. The current speaker is legislator Abdel Aziz Duwaik (Arabic: عبد العزيز دويك).
