Spam-blacklist

This page is currently a whiteboard for creation of an essay/guideline/or policy regarding the appropriate use of the MediaWiki_talk:Spam-blacklist page. That is:

• What is the page for and what is it not for?
• What is spam and what isn't spam?
• What procedures should be followed prior to requesting spam blacklisting?

Per the Wikipedia guideline on the appropriate use of the Spam blacklist (which you can review here, the Spam-blacklist should be used as a last resort against spammers.
