This is a "canonic" anonymous (un-authored) map showing the overview of the Soviet partisan movement activities over the 1941-1944 period. USSR borders are shown as of 1941.

By the information on the map, it was prepared in October 1974, and there is no information on the author.

Map was scanned from the Volume 8 of the Belarusian Soviet Encyclopedia, 1975, then size- and color-reduced down to 1280 pixels width.

I believe this use of image constitutes the case of the w:fair use.

Legend (upper-left and upper-right) translation:

  • Light-green blobs: the territories which were (at least for some time being - Ed.) under the partisan control.
  • Dark-green lines: the partisan raids (not all of them are put on the map).
  • Red circlets: other base regions of the active partisan units.
  • Black lines with perpendicular hatches: German communications which partisans had systematically put out of operation for a (comparatively? - Ed.) long time.
  • Red flames: locations of the major diversions by the partisans and urban underground.
  • Red inverted triangles: locations of the most important battles of partisans with major German (originally, "enemy" - Ed.) formations.
  • Red stars: locations of the most important military operations conducted jointly by partisans and Soviet Army.

[edit] Fair use in Soviet partisans

Though this image is subject to copyright, I feel its use is covered by the U.S. fair use laws because:

  1. It does not limit the copyright owner's rights to sell their Belarusian-language paper Encyclopedia in any way.
  2. This is an older work with copyright belonging to the Soviet Government that has very little commercial value
  3. The map is extremely significant because it shows the sourced information about location of the partisan movement. Any self-made maps would almost certainly spark a controversy as an original research. It would be very difficult to validate accuracy of a self-made map as the original source is a Belarusian-language paper edition, not available online or in the most libraries.
