Southern California Association of Governments

The Southern California Association of Governments (SCAG) is the metropolitan planning organization of six of the seven counties in Southern California, serving Imperial County, Los Angeles County, Orange County, Riverside County, San Bernardino County, and Ventura County. San Diego County's MPO is the San Diego Association of Governments, an unrelated agency.
SCAG is the largest MPO in the United States, spanning 18 million people within 38,000 square miles. It coordinates the federally mandated Regional Transportation Plan, produces demographic reports, and is responsible for acting as a clearinghouse for intergovernmental review of projects. [1]
Despite this, owing to the vast area of the region, SCAG has very little power to compel any of the 187 cities to follow its plans. Critics, such as urban scholar Joel Kotkin, state that SCAG's projections are frequently out of line of reality and that the agency is irrelevant in a suburbanizing world. [2] Despite befuddlement from federal officials [3], SCAG continues to plan for a high-speed maglev train system that is to be be built with member cities funds, with no governmental subsidy after construction envisioned.[4]
