The establishment of a South Pacific Whale Sanctuary (SPWS) by the International Whaling Commission is a major goal of New Zealand foreign policy.[1] The proposed sancuary would create protected waters covering 12m sq kilometres.

In 2000, The proposal to establish a South Pacific whale sanctuary was rejected at the International Whaling Commission's 52nd annual meeting in Adelaide, Australia.[2]

The decision was a victory for pro-whalers. Japan had campaigned against the proposal.
