New to Wikipedia and not sure why this has been cited for speedy deletion. What does 'not notable' mean and who decides what is and what isn't notable?

This appears notable - childrens book by 'Australia's most popular childrens writer' according to Jackie French. Whether true or not, it's an assertion of notability, per WP:BIO. Not a speedy candidate, IMHO. Squiddy | (squirt ink?) 15:28, 6 January 2007 (UTC)
