Book distributors, companies, and presses were told that twelve copies of every book made was to be given to the following libraries and institutions, free of charge:

  • 1 copy was to be given to the All-Union Book Chamber in Moscow
  • 3 copies were to be given to the Lenin State Library in Moscow
  • 2 copies were to be given to the Saltykov-Shchedrin Library in Leningrad (now St. Petersburg)
  • 1 copy was to be given to the Kremlin Governmental Library
  • 1 copy was to be sent to either the Institute of Marxism-Leninism or to the State Technological Library, depending on the subject of the book.
  • 3 copies were to be sent to each of the libraries of the Academy of Sciences in Leningrad, Moscow, and Novosibirsk.

Libraries that recieved these did not have to keep all the copies, and would sometimes keep what they need and then give their extras to other libraries who might need them. [1]
