Kelly Rutherford Menskin is a background character in the show South Park. Her first appearance was in the episode Stupid Spoiled Whore Video Playset, when she is at a Bebe's house for a crazy party. Here is how she comes in:

Cartman knocks on the door to see if he can come in, for he is the only boy in school not invited to the party. Rebecca, 'Red', answers the door, and asks Eric Cartman who invited him. He mumbles, "Kelly Rutherford Menskin...", obviously thinking that there is no such person. However, his hopes are shot when Red calls her and Kelly appears. Her first line is "Yeah?", and then her 2nd and final line is "NO!", when she is questioned if she told Eric to come or not. This setting also leads to another character, Kelly Pinkerton Tinfurter.
