The Conference of Public Organizations convened in Tomsk on August 5, 1917, heard the report by P.A. Kazantsev and unanimously approved the following description of the Siberian banner:
"The National Siberian Banner shall be a combination of 2 colours: white and green. White colour means Siberian snow, whilst green colour - Siberian taiga. The banner shall be rectangular, split into 2 parts diagonally from the left top to right bottom. thus, the upper triangle shall be of green colour, and the lower one - of white colour".
In December 1917, the Extraordinary Siberian Regional Convention announced "Autonomous Regional Government" and confirmed the decision on the banner previously made by the Conference.
On May 26, 1918, the proclamation of the Western Siberian Comissariat of the Siberian Government announced that "pursuant to the enactment adopted by the Extraordinary Siberian Regional Convention, the white and green colours (the emblem of the Siberian snow and forest) shall be the national colours of Autonomous Siberia".
Upon adoption of the Declaration of Siberian Independence on June 17, 1918, the national colours of Siberian Republic were officially set.
