No sign of the term on the Massachusetts Immunization Program site. Unlike Learnfare, both an established term (16,000 Google hits) and a specific programme, Googling suggests "Shotfare" is a generic neologism (only 40 Google hits currently) for linking welfare benefits to immunization verification, and not exclusive to Massachusetts.
