[edit] Recent edits removing towns and adding cities

Regarding the recent edits by 220.96.255.78 (t c), was this due to the consolidation of several towns into cities? Perhaps we should write about that instead of just removing the towns from the list entirely? Also the town pages need to be updated and the city pages need to be created.
