Shelly Frank is best known as the former head of the Mexican fast food franchise Chi-Chi's, serving as its CEO, Chairman, and President between 1977 - 1986. In less than 10 years, Shelly Frank turned a startup in a farily new and unexploited segment of the restaurant industry into a $700 million company with 225 restaurants throughout North America and Europe, At its peak, Chi-Chi's was the 15th largest restaurant chain in the country. Chi-Chi's also had the 27th largest market value of any public company, the 12th highest margins, and 15th best sales per unit of any company in the country.
Shearson Lehman, an investment banking firm, named Chi-Chi's 1 of the 10 best retail companies in 1985. Shelly Frank was named by the Wall Street Transcript Restaurant CEO of the year in 1983.
Prior to Chi-Chi’s there was never any full service restaurant concepts that was able to franchise. Shelly Frank led the first company to do that successfully.
Shelly Frank has worked in upper-level management and executive positions in the fast-food restaurant business for over 40 years, including for other fast food giants as Kentucky Fried Chicken, General Mills, and Burger King. Shelly Frank is also noted for developing the first ever cost-control system for fast food restaurants, back in the late 1960's.
Today, Shelly Frank is a semi-retired, professional consultant and planner for companies in the restaurant business, particularly in Connecticut, the state of his residence.
