Hixson is one of three Democratic members of the Maryland House of Delegates from District 20 in Montgomery County, Maryland, which includes Takoma Park and downtown Silver Spring. First elected in 1976, she is the chair of the Ways and Means Committee and a member of the Rules and Executive Nominations, Legislative Policy, Joint Audit, and Spending Afforability committees.

Hixson received her B.A. from Northern State Teachers College.

After college, Hixson was a Head Start teacher in Detroit, Michigan. She later was a campaign manager and aide to U.S. Representative William D. Ford.
As a delegate in Maryland she proposed that Maryland join other states to require presidential electors to vote for the winner of the national popular vote rather than the outcome of the state elections. State Senator Jamie Raskin is sponsoring the same bill in the Maryland State Senate.[1]
