- IMO, no. While it *says* it's a magazine cover, it's not, really; it's the photograph that was *on* that cover. I would think that it is a defensible fair use image solely to illustrate articles about The Afghan Girl, Sharbat Gula. Probably also the photog who shot it. You might stretch a point and use it on a National Geographic article, but I wouldn't. --Baylink (talk) 16:46, 16 January 2008 (UTC)
