Second Computer Inquiry

The Second Computer Inquiry is the common name of a decision to amend Section 64.702 of the Federal Communications Commission's Rules and Regulation, eliminating most regulation of "enhanced services" (i.e., data processing) and equipment connected to the telephone network (customer premises equipment or CPE). The FCC decided that "basic" service that served as no more than a communications pipeline would remain subject to common carrier regulation, but that CPE and enhanced services that used basic service only as an input would not be regulated as common carrier services. The decision resulted in the widespread development of new services and CPE.
