Because the Template:Infobox_German_Location is NOT to be used for subdivisions of municipalities/towns/cities (eg. suburbs, borroughs, etc.). This Infobox bases on features of de:Vorlage:Infobox Ort in Deutschland and Template:Infobox_Frankfurt_Stadtteil.
