[edit] Low Family Income?

I lived in San Francisco de Dos RĂ­os from 1987 until 2006 and I would hardly describe it as a low income neighborhood... it's actually a place where a good amount of US families settle while living in Costa Rica (it even has an English-speaking school), and it's well known for its parks and peaceful life. It also has a decent commercial life with many bars, pizzerias, banks, etc. You should check out the Spanish version of this article (which I wrote, and added the respective link to this article).
