Can someone add information such as the number of sworn personnel? Also, an overview of the current troubles that the department is facing due to budget problems and low morale. Finally, there should definitely be information here about San Diego Police pioneering community policing, or "Problem Oriented Policing" in the mid 90's. This extremely successful approach has led to sweeping changes through thousands of law enforcement agencies in the country, and has gaining worldwide attention.
