I do not believe it is accurate to suggest that Miller's majority opinion in the Slaughterhouse Cases unintentionally limited the effectiveness of the Fourteenth Amendment. I think a fair reading of the opinion and the history surrounding the ratification of the Fourteenth Amendment indicates that the majority purposefully adopted a holding that would reduce the power of the Amendment.
