According to a comment from http://www.crwflags.com/fotw/flags/jp-47-dy.html :

"The flag has three Tomoes of red, yellow and blue from top clockwise in white field. Oue image on FOTW Japan which supposedly was taken from The Flag Book of the United States by Whitney Smith is wrong and yellow and blue should be switched." -- Nozomi Kariyas, 29 January 2005
