Totally the contrary. Sting talk about the hysteria seen in both parts of the world at the times. During the cold war, especially in the 80s, everybody was living in the fear of a massive nuclear holocaust. Sting is just saying that, whatever the russian or american leaders could say, no one could be dumb enough to start a war that everyone would lost. Politicians were exploiting fears at the time. We can see how much they lied, nowadays, in the 2000's.
