Contrary to the article, the official Vatican website states that His Eminence obtained his S.T.D. in Rome: http://www.vatican.va/news_services/press/documentazione/documents/cardinali_biografie/cardinali_bio_tucci_r_en.html. As an unregistered user, though, I will leave it to someone else to address this issue.
