i added the news about his resignattion. I still don't master how to link the refs so it need a little clean up.

Robert Joseph did not resign due to disagreement with DPRK deal. He is currently US Special Envoy for Nuclear Nonproliferation, and reports to the President in this capacity. His retirement as UnderSecretary and the DPRK deal are not related.
