[edit] Article creation

Much of the biographical information that I included here was drawn from the Cato Institute and Mises Institute website content related to Higgs. Additional details were gleaned from Higgs' c.v. (which I acquired from Higgs personally via email). Additionally, I asked Mark Thornton to clarify Higgs' ratchet effect theory for me in preparation for my adding that section (any mistakes regarding the ratchet effect are surely mine; I only briefly discussed this with Dr. Thornton over a cigarette).
