Robert Fullerton, was born in 1773 in Edinburgh, Scotland. He was the son of Rev. William Fullerton.

Robert Fullerton was the first officially appointed Governor of Penang and also the Governor of Straits Settlements by the Colonial Office, London. He died in 1831 in London, England.
