from what i've read, when the band was atomic mass, they went through at least 2 singers before joe elliott joined. however, rick allen was reportedly already in the band back then, but as a guitarist instead of as a bassist. they reportedly went through at least two bassists (while rick savage was a guitarist) before rick savage switched over to bass.
