I'd have thought that publications of work in academic sources, over the period of several years, makes somebody notable. His works can be cited in some of our articles, but if his name would be linked, why should it be red? (1) Academic publications are something every university professor has, the question is whether they are notable (and the professor with it). Since Dr. Simpson is still an assistant professor, it is clear that his own university does not regard him as especially notable (yet). (2) Whether or not there is an article about him, his work can still be cited as sources in wikipedia articles. (Most such citations are not linked to the author.) (3) If someone (such as you) think this article is worth keeping, just delete the {{prod}}-tag at the top of the article. Then it can be taken to AfD (what used to be VfD) to be discussed.
