Rick's On It is episode 47 of the Comedy Central series Reno 911!. It originally aired on July 30, 2006.
[edit] Synopsis
Dangle brings in a motivational speaker that he got for $15 on the internet. The deputies are frustrated when Rick (Paul Reubens), a quiet-speaking member of the citizen's brigade enters their crime scenes and finds clues (and dead people) faster than they do. Rick's character resembles a member of the Guardian Angels crime group, with a red beret adorned with pins, but he also wears a khaki mini-cape.
Kimball and Williams investigate a house robbery which occurred the night before when the cop-hating resident was high. Kimball and Junior make a video about enrolling at the Academy. Jackie, a prostitute Garcia previously helped comes to thank him, but then scalds him with hot coffee. Rick appears at another murder scene. Garcia and Jones make an appearance at a school to talk about defending yourself, but Garcia just makes racist comments. They later investigate a brothel.
The deputies go to a house where they find blood as well as cash registers stolen from the previous crime scenes. Dangle thinks he beat the citizen's brigade, but Rick has already arrived. After talking with Dangle, Rick "runs upstairs" (i.e. gets on a bus and leaves). Everyone then discovers they are in Rick's one-story house and that he is the murderer.
