This image is being used in the characters section of the Lead Balloon. It is believed that it qualifies as fair use because:

• The image is a low-resolution screen capture.
• The image is being used to identify a major person from the series in a scene that characterises his behaviour.
• The use of the image will have no effect on the commercial distribution of the series by the copyright holder, BBC and Open Mike Productions.
• No free or PD images have been found.
