Should the Pope be included? Probably, but Jacques Chirac certainly should not - I can't see how to edit him out.

The maori king is not reigning. Therefore he should not be here.

What exactly does it mean to be a reigning monarch, if one is not head of state? In certain circumstances, where the monarch has a formal function in the governance of the country, even if not head of state, it makes sense to include them - the rulers of the traditional Ugandan kingdoms, for instance. But we should be careful about this. Personally, I would think that the Emperor of Japan, the Queens of the United Kingdom (and Canada, Australia, etc.), the Netherlands, and Denmark, the Kings of Spain, Belgium, Norway, Sweden, Morocco, Swaziland, Lesotho, Jordan, Saudi Arabia, Bahrain, Malaysia, Thailand, Cambodia, Nepal, Bhutan, Samoa, and Tonga, the Grand Duke of Luxembourg, the Princes of Monaco, Andorra, and Liechtenstein, the Pope, the Sultans of Brunei and Oman, the Emirs of Kuwait, Qatar, and the various emirates of the UAE, and the various constituent monarchs of Malaysia should clearly be included. I would probably add to this the traditional monarchs of Uganda. But I don't know very much about the status of, for instance, the traditional monarchs of the Ashanti, or the Zulu, or whatever. There's a whole ton of traditional African rulers, and we ought to be careful to have some kind of standard to prevent this category from becoming too large. I'd suggest that where the monarchs' cultural role is officially recognized in some way by the government, it is acceptable to include them in this category, but that otherwise it should not be.
