Refusal Skills

I don't think this page should focus on abstinence at all. While refusal skills may be critical to abstinence education, abstinence education isn't particularly important to refusal skills as a whole. The article should be focused on the role refusal skills play in any form of education and (this is the part I can't do) on what is actually included in a program that teaches refusal skills.
