[1] because:

The image is used for non-profit purposes.
It is a low resolution screenshot captured from a news broadcast/news report.
The image is of significantly lower resolution so as not to allow any high-quality copies.
The image is used for informational purposes only.
Its inclusion in the article adds significantly to the article because it shows the subject of this article and how the event depicted was very historically significant to the general public. In this case, it shows the moment George H.W. spoke the line "Read my lips: no new taxes".
