It is believed the usage of this screenshot in the article on Rob-B-Hood in Wikipedia constitutes fair use because:

It is used to identify a key character in the film, the baby.
No free equivalent exists, all screenshots are from the film, which are copyrighted. Even if a free photo could be taken, the baby would have aged significantly and look different than when he appeared in the film.
It is of much lower resolution than seen on the big screen.
It does not hinder Jackie Chan from marketing the film.
It is extremely difficult for the average person to imagine the looks of a baby by words alone, hence it's best to show a picture of th real thing.
