"It is also important to mention that among the rank and file of the New York City Police Department, Commissioner Kelly is universally despised for how he treats those who work for him. His micro managment of the department and his constant drive for results have evolved into a system of quotas in almost every aspect of the job. In one instance, the Commissioner was desperate to appease minorities in a neighborhood where a white officer had shot a young black male. Before the officer had even been interviewed or the incident had been fully investigated, Commissioner Kelly went on the evening news and stated that the shooting "appeared to be unjustified". The officer was later cleared of all charges, but the damage among cops was done. However, he has also received praise for revamping the department into a world class counter-terrorism operation. Prior to September 11th, 2001 there were fewer then two dozen officers working on terrorism full time; today, there are over 1,000."

This guy has presided over one of the most aggressive, crypto-fascist police departments in recent memory (see the RNC mass arrests and West Side concentration camp, assaults on Critical Mass, thee parade permit law, bar and nightclub raids, blah blah and this is just stuff I've seen firsthand), and seems to demand a quota of one dead black man per month, and this article acts like he's a saint.
