Photograph of Raymond H. Shuey that was taken by a photographer hired in 1995 by the City of Avondale, Arizona to take an official photograph after Shuey became a Councilmember. The photograph was displayed on the City's official web site, and in public buildings owned by the City as a framed photograph until Shuey resigned from the City Council in May 2005.
In response to his written inquiry, City of Avondale advised Shuey that they are not aware of any copyright that would be infringed by his use of his photograph, such as in situations which require that material be allowed to be used by other users downstream under the GNU Free Documentation License. Therefore Shuey views himself to be the copyright holder ("creator of this work") for purposes of declaring Licensing terms.
