District vs. County vs. Burough

It seems that in many of the articles covering German Geography the term District is used to mean County (Kreis) as well as Burough (Stadtteil). It would help if we called Kreise or Landkreise Counties, Stadtteile Buroughs, and leave District to mean other types of regional conconctions such as, for instance, Verwaltungsbezirk.
