Rationale: Used in the article about Samuel Byck, his killer, the photo is likely public domain as it seems to be linked to his job at the airport, thus an FAA photograph. However if it is copyrighted, there is no material loss to the photographer for the use of the image, and it is being used in a scholastic manner to illustrate the article of the man who killed him.
